Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable towns and cities, acting as the UN system's focal point for urbanization and human settlement matters. It collaborates with partners to build inclusive, safe, resilient, and sustainable urban environments. This Administrative Officer role is situated within the Human Resources Management Section of the Corporate Management Division.
Job Purpose
The Administrative Officer is responsible for coordinating human resource activities, including recruitment, placement, promotions, performance appraisals, and staff training, ensuring adherence to UN rules and procedures. This role involves managing strategic talent pipelines, defining service conditions, and supporting HR systems like e-Performance. The officer will also assist in workforce planning, provide guidance on staff selection processes, manage vacancy reports, and support the Chief of Section in personnel matters, including mediating grievances and preparing reports. Additionally, the role oversees office technology needs and utilizes data visualization for reporting and decision-making to enhance administrative efficiency.
Responsibilities
Coordinate human resource activities such as recruitment, placement, promotions, performance appraisals, job classification, separations, and training, ensuring consistent application of UN rules. Develop and coordinate strategic talent pipelines for future leadership and technical needs. Define conditions of service, duties, responsibilities, privileges, and entitlements. Support the implementation of the e-Performance system and related investigations. Participate in workforce planning and review processes. Guide managers on staff selection using Inspira. Review vacancy management and staffing table control reports. Assist the Chief of Section with personnel issues, including staff welfare and conditions of work, and mediate grievances. Organize and prepare statistics and reports on personnel matters. Monitor and evaluate regional recruitment and placement activities. Oversee office technology needs and system maintenance. Collect and analyze data for reporting and decision-making using visualization methods.
Work Experience
A minimum of five years of progressive experience in administration, finance, accounting, or management is required. Experience in recruitment and staff selection using integrated systems, and providing strategic administrative support in an international organization is essential. Experience with large-scale staffing tables and supporting organizational change management is desirable.
