The UN Secretariat's Department of Economic and Social Affairs (DESA), through its Financing for Sustainable Development Office (FSDO), supports Member States in achieving the 2030 Agenda. This role is within the International Tax and Development Cooperation Branch (ITDCB) and supports a project focused on localizing Sustainable Development Goals (SDGs) through resilient infrastructure in Senegal.
Job Purpose
This role serves to provide tailored technical assistance and substantive support for the implementation of the UN DESA project "Localizing the SDGs through more resilient, inclusive, and sustainable infrastructure (Phase 2)" in Senegal. The purpose is to strengthen the capacity of local and national governments in planning, managing, and sustaining resilient infrastructure systems by institutionalizing infrastructure asset management (IAM) practices and policy frameworks. The consultant will contribute to improved IAM practices, training programs, and the overall resilience and sustainability of infrastructure, fostering South-South cooperation and addressing country-specific needs.
Responsibilities
The consultant will be responsible for designing and co-implementing an online awareness-raising workshop on infrastructure asset management, contextualizing content for Senegal. They will conduct diagnostic missions to local governments, applying the UN IAM tool to assess current practices, identify gaps in policy, finance, climate risks, and service delivery, and prepare customized Asset Management Profiles. Additionally, the consultant will provide substantive input for in-person workshops, co-facilitate training sessions, integrate national references into training materials, and guide participants through practical exercises on Asset Management Action Plans (AMAPs), policies, data challenges, climate risk assessments, and portfolio management.
Work Experience
A minimum of 5 years of progressively responsible experience in infrastructure, infrastructure asset management (IAM), or urban development is required. Demonstrated expertise in areas such as asset inventories, lifecycle planning, service delivery, public sector investment planning, or institutional capacity development is necessary. Knowledge of the Senegalese public sector and infrastructure systems is also required.
Skills
Excellent oral and written communication skills in English and French. Expertise in infrastructure asset management (IAM), urban development, asset inventories, lifecycle planning, service delivery, public sector investment planning, institutional capacity development, knowledge of Senegalese public sector and infrastructure systems, familiarity with SDGs and UN IAM tools, familiarity with global asset management standards, and geographic information systems (GIS).
