LOGISTICS OPERATIONS OFFICER
Organizational Context
The Department of Safety and Security (UNDSS) provides global leadership, operational support, and oversight for the UN security management system. It enables the safe and effective delivery of UN programs in challenging environments. This role is based in the Gaza Security Area, a designated "E" hardship, non-family duty station, reporting to the Deputy Principal Security Adviser.
Job Purpose
The Logistics Operations Officer is responsible for preparing logistics and support plans, deployment timelines, and budget requirements for UNDSS operations in the Israel, Occupied Territories, and Jerusalem (IOPT) region. This includes developing and implementing methodologies, Standard Operating Procedures (SOPs), and tools for effective logistics execution. The role involves managing assets, materiel, contracts, and personnel, ensuring gender-specific needs are considered. Coordination with Programme Management and Admin Units on procurement, finance, HR, and policy is crucial. The officer will also develop and implement logistics support policies, prepare reports on movements, manage special logistics operations, and develop contingency plans. Collaboration with other UN agencies, organizations, and host government entities is essential for seamless operations.
Responsibilities
Key responsibilities include preparing comprehensive logistics and support plans, deployment timelines, and budget requirements for UNDSS IOPT operations. This involves developing and implementing effective methodologies, SOPs, and tools. The role encompasses managing logistics operations, including assets, materiel, contracts, and personnel, while ensuring gender-specific needs are integrated. Coordination with Programme Management and Admin Units on procurement, finance, human resources, and policy matters is vital, along with follow-up on legal and financial aspects. The officer will develop and implement UNDSS IOPT logistics support policies and procedures, prepare reports on personnel and materiel movements, and manage special logistics operations. Additionally, contingency planning, logistics preparedness reviews, and coordination with external entities like UN agencies, other organizations, and host government entities are required. General administration duties include supporting procurement, verifying goods and services, managing equipment, ensuring facility maintenance, maintaining accounting and reporting systems, and analyzing data for informed decision-making.
Work Experience
A minimum of five years of progressive experience in land transport or logistics operations within military, commercial, or international organizations is required. Experience supporting UN field operations or similar international organizations is essential. Handling administrative matters, including finance, accounting, supply chain, or procurement in an emergency context within the UN common system is also required. Proficiency with ERP tools like UNDP Quantum, Umoja, or SAP is mandatory. Desirable experience includes process improvement in logistics/supply chain and at least two years in data analytics.
Skills
Professionalism in logistics operations, planning and organizing, creativity in problem-solving, and client orientation are key competencies. The role requires the ability to analyze and interpret data for decision-making and to incorporate gender perspectives into all work. Efficient time and resource management, adaptability, and proactive identification of risks are also important.
