Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. The Regional Office for Latin America and the Caribbean (ROLAC) is based in Rio de Janeiro, Brazil. This consultancy supports a project with the São Paulo Council of Architecture and Urbanism and the Brazilian Cooperation Agency to enhance technical assistance for social housing.
Job Purpose
This consultancy aims to design, develop, and implement an e-learning course on Technical Assistance for Social Housing (ATHIS). The role involves creating tailored curricula and content for diverse audiences, including government officials, NGOs, technical professionals, and the general public. The objective is to equip professionals with essential skills to bridge the gap between policy and practice in social housing, ensuring municipalities and institutions can effectively implement sustainable and equitable housing solutions. The consultant will collaborate closely with UN-Habitat teams to deliver a comprehensive and accessible online training program, contributing to UN-Habitat's mandate of transforming cities into more inclusive and resilient places.
Responsibilities
The consultant will design and develop a multi-track ATHIS e-learning course, creating tailored curricula with clear learning objectives and competencies for government, NGOs, technical professionals, and a general audience. Responsibilities include producing comprehensive learning content, such as multimedia lessons, case studies, and practical exercises, ensuring technical accuracy and pedagogical coherence. The consultant will adapt existing ATHIS training modules for an online environment, select and configure a suitable Learning Management System (LMS), and develop assessment tools. They will coordinate with experts for content validation, conduct pilot tests, and implement feedback for course improvements. Additionally, the role involves planning and executing the course launch, providing technical support, and delivering reports on development and outcomes. Ensuring compliance with accessibility standards and providing guidance to facilitators are also key duties.
Work Experience
A minimum of seven years of experience in social housing and/or technical assistance for social housing in Brazil is required. Experience in teaching and/or developing e-learning courses is essential. Previous experience working with the United Nations is desirable.
Skills
Proficiency in Windows and Office packages, web search engines, pedagogical methodologies, adult learning principles, and technological tools/online platforms. Strong professionalism, planning, organization, communication, and teamwork skills are necessary. Knowledge of UN-Habitat processes and procedures is beneficial.
