The United Nations Secretariat, through the Department of Economic and Social Affairs (DESA), supports Small Island Developing States (SIDS) in strengthening their national statistical systems. The "Data for SIDS" (DATAS) initiative, which Comoros joined in 2025, aims to improve data production and dissemination for informed decision-making. This consultancy focuses on disaster-related data within Comoros' National Statistical System (NSS).
Job Purpose
This consultancy aims to improve disaster-related data collection mechanisms in Comoros to strengthen national statistics and support informed decision-making for disaster response and early recovery. The role will involve mapping existing data sources, assessing collection methodologies, and developing recommendations for standardization and improvement. A key objective is to enhance the capacity of the National Institute of Statistics and Economic and Demographic Studies (INSEED) and other national stakeholders to generate, update, and institutionalize crucial SDG indicators related to disasters (11.5.1 and 11.5.2). The work will contribute to aligning Comoros' data practices with global standards, such as the Sendai Framework, ensuring data consistency and comparability.
Responsibilities
The consultant will develop a concept note detailing the methodology for mapping disaster data. This includes assessing current data collection tools and methodologies for consistency and comparability with SDG and Sendai Framework standards. The role involves identifying stakeholders within the national statistical system involved in data production and documenting challenges in reporting. A comprehensive profile of available data sources will be created, assessing their relevance and quality. Recommendations will be made to improve data collection, estimation, and the use of national or open-source platforms. The consultant will also draft and finalize a disaster data catalogue and profile report, including practical steps for building national capacity to generate and institutionalize SDG indicators 11.5.1 and 11.5.2, and propose enhancements for sustainable data sharing.
Work Experience
A minimum of five years of experience in data analysis and/or data management is required. Experience working with national statistical systems, particularly focusing on disaster data, is essential. Experience with data disaggregated by geography, sex, and specific population groups for sustainable development is also required. Experience related to environmental change or disaster risk reduction/management is desirable.
