Programme Analyst (Social Participation)

The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. Job Purpose
This Programme Analyst role supports a project with the Municipality of São Paulo, focusing on revising the Municipal Solid Waste Plan and elaborating the Municipal Sanitation Plan. The primary purpose is to ensure these plans integrate a sustainable and efficient approach to developing broad and inclusive participatory processes. The role involves providing technical advice, planning and organizing social participation events, and preparing comprehensive reports on these activities. The analyst will collaborate closely with UN-Habitat's operational and technical teams, as well as municipal government staff and external organizations, to facilitate effective engagement and contribute to fairer urban policies. The position is based in São Paulo, Brazil, for an expected duration of four months.
Responsibilities
The Programme Analyst (Social Participation) will provide technical advice and support for activities related to social participation stages. Key duties include planning and preparing social participation events such as internal workshops, public consultations, and public hearings, and surveying suitable locations with the City Hall. The role involves supporting the Communications Analyst in developing event-related communication materials and managing all stages of event organization. The analyst will participate in regular meetings with UN-Habitat teams, Municipal Government Staff, and external institutions/NGOs. Responsibilities also include preparing detailed partial and consolidated reports of social participation events, organizing spreadsheets and documents from contributions, and ensuring all relevant technical information is shared appropriately. The role requires adherence to UN-Habitat standards and potentially completing security training.
Work Experience
A minimum of four years of professional experience in providing organizational support and management for social participation-related events in Brazil is required. Experience in developing events, workshops, and technical events is also necessary. Previous experience within the UN System is considered desirable.
Skills
Excellent writing and proof-reading skills in Portuguese. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Microsoft Teams. Negotiation capacity with public and private sector stakeholders. Experience in inter-institutional environments, project management, and monitoring-evaluation. Strong planning, organization, and communication skills. Ability to work effectively in multicultural teams and manage conflict.
