Consultant - Development of a pilot list of core gender-sensitive climate change indicators and respective methodological guidance
Organizational Context
The UN Secretariat, specifically the Department of Economic and Social Affairs (DESA), is seeking a consultant to develop a pilot list of gender-sensitive climate change indicators and related methodological guidance. This initiative supports countries in understanding the gender perspective in climate change statistics, aligning with the Paris Agreement's Enhanced Transparency Framework and UN Statistical Commission decisions.
Job Purpose
The purpose of this consultancy is to develop a concise pilot list of core gender-sensitive climate change indicators and produce comprehensive methodological guidance. This will enable countries to better integrate gender perspectives into climate change statistics, supporting informed policy development and coherence for climate action and sustainable development. The role involves facilitating iterative reviews to ensure technical quality, feasibility, and usability, and supporting capacity-building activities in pilot countries. The work contributes to addressing the gap in gender representation in climate and disaster statistics, aligning with global priorities on gender equality and environmental sustainability.
Responsibilities
The consultant will develop a concise pilot list of core gender-sensitive climate change indicators, aligned with the Global Set of Climate Change Statistics and Indicators and IPCC policy areas. This includes proposing selection criteria based on policy relevance, feasibility, data availability, and statistical robustness. The consultant will draft detailed methodological guidance for each indicator, covering measurement, calculation, data sources, and quality considerations. Responsibilities also include developing and completing a standardized metadata template for each indicator. Furthermore, the consultant will conduct consultations with stakeholders to validate the indicators and guidance, facilitate capacity-building activities, and participate in national and international meetings. The role culminates in revising the materials based on feedback and preparing a final publication and presentation materials.
Work Experience
A minimum of 7 years of progressively responsible experience in writing reports and/or research papers on statistics is required. Specific experience in gender and/or environment statistics is essential. Experience working with governments, non-government organizations, or international organizations is desirable.
Skills
Expertise in statistics, gender studies, or environmental sciences. Proven experience in report writing and research. Specific experience in gender and/or environment statistics. Ability to work with governments and international organizations. Strong analytical and communication skills. Familiarity with climate change frameworks and statistical indicators.
