Organizational Context
This position is within the Policy Analysis and Development Branch of the Financing for Sustainable Development Office, part of the UN Department of Economic and Social Affairs (DESA). The Division supports follow-up to International Conferences on Financing for Development. The Inter-regional Adviser (IRA) provides high-level technical expertise and knowledge transfer to governments on policy and development strategies, contributing to project formulation and evaluation.
Job Purpose
The Inter-regional Adviser (IRA) provides high-level policy advice and technical expertise to developing countries on sustainable financing strategies and integrated national financing frameworks, focusing on macroeconomic and macrofiscal dimensions. The role involves monitoring trends, preparing policy notes, and leading the design of national policies and strategies to achieve development goals, including the SDGs. The IRA also leads the development and implementation of capacity-building programs, contributes to gender mainstreaming, and supports resource mobilization efforts. This position aims to facilitate knowledge transfer, foster partnerships, and provide substantive input for the Division's normative and advocacy functions, ultimately supporting governments in their financing for development efforts.
Responsibilities
Provide high-level policy advice and short-term field missions to governments on sustainable financing strategies and integrated national financing frameworks, including macroeconomic and macrofiscal aspects. Monitor and analyze trends and best practices in sustainable financing, preparing policy advisory notes. Lead the design and redesign of national policies and strategies for sustainable development financing and achievement of international development goals. Design, implement, monitor, and evaluate capacity development programs, projects, and activities at various levels. Integrate gender mainstreaming principles into all actions. Contribute substantively to workshops and training events. Lead resource mobilization strategies, particularly for extra-budgetary funding. Develop and update training materials. Liaise with professional networks and external capacity development resources. Establish and nurture partnerships with stakeholders. Provide inputs for the Division's normative and advocacy functions.
Work Experience
A minimum of ten years of progressive experience in financing for sustainable development within the UN system or related operational activities is required. This includes at least five years of advisory work in developing countries, preferably across multiple regions. Five years of experience in sustainable financing strategies and integrated national financing frameworks, along with experience in international technical cooperation and capacity development, are also required. Experience in macroeconomic and macrofiscal policies is desirable.
