Organizational Context
This Programme Management Officer position is within the Joint Human Rights Service of the United Nations Integrated Office (BINUH) and the Office of the High Commissioner for Human Rights (OHCHR) in Port-au-Prince, Haiti. The role reports to the Chief of the Joint Human Rights Service, contributing to the operational mandate of the office.
Job Purpose
The Programme Management Officer is responsible for leading the development, implementation, and evaluation of assigned programmes and projects within the Joint Human Rights Service. This involves monitoring progress, analyzing implementation, identifying challenges, and proposing solutions. The role supports national partners, contributes to planning processes, and prepares background documents and reports. The incumbent will research and analyze information, design data collection tools, and interpret findings. Additionally, the position provides substantive support for meetings and outreach activities, including fundraising and training. Coordination of human resources, budget, and funding activities, along with supervision of administrative staff, are key functions to ensure effective programme delivery.
Responsibilities
Lead the development, implementation, and evaluation of assigned programmes and projects. Monitor and analyze programme/project development and implementation, reviewing relevant documents and reports. Identify problems and issues, propose corrective actions, and track follow-up actions. Advise and support national partners in programme/project implementation. Support planning processes by preparing background documents and reporting on objectives and expected results. Conduct research, analyze, and present information from diverse sources. Design and utilize data collection tools, analyze responses, and prepare conclusions. Prepare written outputs such as background papers, analyses, and report sections. Provide substantive support for meetings and conferences, including agenda preparation and participant identification. Support outreach activities, including fundraising, conducting training, and delivering presentations. Coordinate human resources, budget, and funding activities, preparing related documents and reports. Supervise administrative staff and perform other duties as required.
Work Experience
A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area is required. This includes at least two years managing projects in an international organization. Experience with an ERP system like UMOJA in an approver role and with results-based planning is mandatory. Experience in fundraising, donor relations, and programme monitoring/reporting is desirable.
