Rakhine State Specialist
Organizational Context
The Independent Investigative Mechanism for Myanmar (IIMM) is part of the UN Secretariat. This role supports the Mechanism's mandate by reviewing evidentiary materials, maintaining specialized glossaries, and contributing to mapping platforms. The Specialist will work remotely for an expected duration of 8 months.
Job Purpose
The Rakhine State Specialist plays a crucial role in supporting the Independent Investigative Mechanism for Myanmar's mandate. This position involves in-depth analysis of evidentiary materials collected by the Mechanism, with a specific focus on alleged crimes in Rakhine State. The Specialist will contribute to the identification of relevant information, provide contextual background, and assist in the development of witness interview plans. By leveraging specialized knowledge of the region's geography, languages, and socio-political context, the role aims to enhance the accuracy and effectiveness of investigations and reporting, ultimately contributing to accountability for serious international crimes.
Responsibilities
The Rakhine State Specialist will maintain a specialized glossary of terms relevant to alleged crimes in Rakhine State. Responsibilities include contributing to geographical mapping exercises and providing expert advice on incident investigations. This involves identifying information sources, offering contextual background, and analyzing collected evidence. The Specialist will also advise on witness interview plans, providing specialized contextual and geographic information, and reviewing associated evidence. Support will be provided to witness interview teams with timely input on geography and language. A key duty is reviewing evidentiary materials in Rohingya and Burmese languages, identifying exculpatory and inculpatory information. The role requires identifying specialized search terms, coordinating with various teams, maintaining organized files, and working efficiently to meet deadlines.
Work Experience
A minimum of five years of experience is required in matters related to the political, human rights, humanitarian, or security situation in Rakhine State, including investigation, documentation, research data management, or analysis. Experience in other regions of Myanmar or bordering states is desirable, as is experience with international criminal tribunals or fact-finding mechanisms.
Skills
Specialized knowledge of Rakhine State (geography, language, context), investigation, document analysis, information management, witness interview support, language proficiency (English, Burmese, Rohingya), coordination, and adherence to guidelines.
