Organizational Context
The UN Secretariat's Resident Coordinator System (RCS) supports the UN Development System's reform, aiming for effective achievement of the 2030 Agenda and SDGs. The UN Resident Coordinator's Office (RCO) in Havana, led by an empowered Resident Coordinator, assists the country in development priorities and SDG attainment. This role manages RCO resources to support the RC and UN Country Team (UNCT) in analysis, planning, programming, financing, communications, advocacy, and partnerships.
Job Purpose
This role serves as a key advisor to the Resident Coordinator (RC) and is accountable for the RCO's overall quality and timeliness. The position leads the provision of strategic guidance to the RC and UNCT for effective UN support in implementing the 2030 Agenda via the Common Country Analysis (CCA) and UN Sustainable Development Cooperation Framework (UNSDCF). It facilitates partnerships, resource mobilization, and the efficiency agenda, while managing knowledge, capacity development, and strategic communications. The role ensures efficient RCO management, supporting the RC/UNCT's coordination efforts and adherence to organizational policies, contributing to the UN's repositioning as an innovative development partner.
Responsibilities
The Head of the RCO leads strategic guidance for the RC and UNCT on implementing the 2030 Agenda through CCA and UNSDCF. This includes developing policy recommendations, designing UN policy and programmatic services, and fostering engagement across development, humanitarian, and peace domains. The role coordinates UNSDCF implementation, monitoring, and reporting, and oversees strategic communications and advocacy. It also facilitates external partnerships and joint resource mobilization efforts, supports the efficiency agenda (Business Operations Strategy, Common Premises), and manages knowledge management and capacity development activities. Furthermore, the position oversees the RCO's overall management, including work programmes, resource allocation, staff supervision, and fostering an innovative work environment aligned with UN 2.0 principles.
Work Experience
A minimum of seven years of progressive experience in strategic planning, multi-stakeholder coordination, sustainable development policy/programme development, and management is required. Experience in UN interagency coordination and team leadership is essential. Desirable experience includes financial/operations management, inclusion strategies, partnership and resource mobilization, capacity development in digital literacy/innovation, and knowledge management.
