Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the environmental agenda and promoting sustainable development. This consultancy, managed by UNEP's Climate Change Division, supports the USD 21.7m "Enhancing Early Warning Systems" project in Timor-Leste, focusing on building resilience to hydro-meteorological hazards through improved climate information services.
Job Purpose
This role serves to implement key components of the "Enhancing Early Warning Systems" project in Timor-Leste, specifically focusing on establishing a sustainable financial framework and business model for climate services. The purpose is to ensure the National Directorate of Meteorology and Geophysics (DNMG) can sustain its operations and mitigate weather-related risks beyond the project's term. This involves identifying funding opportunities, developing value-added products, exploring public-private partnerships, and creating a concrete financing action plan to ensure the long-term value and sustainability of investments in meteorological infrastructure and services.
Responsibilities
Key responsibilities include identifying, collecting, and summarizing relevant documentation for the international consultant's inception report. The role involves organizing and documenting stakeholder consultations to identify opportunities for sectors to utilize climate services and develop value-added products. Additionally, the consultant will co-facilitate and document an in-country workshop on the draft financing framework and business model, and facilitate the final review and validation of these documents by relevant stakeholders. Strategic support will be provided to the international consultant in exploring the establishment of a National Climate Fund and ensuring the financing framework is tailored to Timor-Leste's local context.
Work Experience
A minimum of 4 years of demonstrated experience in developing national frameworks within the context of donor/development assistance in Timor-Leste is required. Experience collaborating with government and development partners in the climate information services sector, developing financing policies, business models, or sustainability plans is desirable.
