Consultant for the Implementation of the Monitoring and Evaluation Framework for ABAS
Organizational Context
The UN Secretariat, through the Department of Economic and Social Affairs (DESA), supports the implementation of the Antigua and Barbuda Agenda for SIDS (ABAS). This role is part of the inter-agency task force (IATF-ABAS) responsible for developing and operationalizing the ABAS Monitoring and Evaluation (M&E) framework, a critical tool for tracking progress on SIDS' development agenda.
Job Purpose
This consultancy aims to provide substantive, technical, and coordination support for the operationalization of the ABAS M&E framework. The role will facilitate the transition from framework development to implementation, ensuring that Small Island Developing States (SIDS) can effectively report on ABAS indicators. Key contributions include strengthening national capacities through targeted development activities, fostering coordination among various agencies and partners, developing the ABAS database and its associated data/metadata, and supporting broader programme implementation and resource mobilization efforts to advance the ABAS agenda.
Responsibilities
The consultant will provide technical and coordination support for the ABAS M&E framework implementation. Key responsibilities include supporting the development and maintenance of the ABAS database, including data and metadata compilation and validation. This involves contributing to methodological documentation and data standards for consistency and comparability, and ensuring interoperability with UN data platforms. The role also entails preparing the Secretary-General’s report and its Statistical Annex, and providing technical assistance to SIDS for framework implementation, data collection, validation, and reporting. Additionally, the consultant will support the operationalization of the ABAS reporting mechanism, address data gaps, and facilitate communication among stakeholders.
Work Experience
A minimum of seven years of progressive experience in data collection, analysis, policy development, and reporting/monitoring processes is required. Experience with statistical and M&E frameworks, particularly concerning sustainable development and SIDS, is essential. Familiarity with national, regional, and international statistical systems is also required. Experience in stakeholder engagement and workshop facilitation is desirable.
