This position is within the Office of the High Commissioner for Human Rights (OHCHR) Madagascar project presence. The Associate Programme Officer reports to the Senior Human Rights Adviser for Madagascar, contributing to the implementation and evaluation of human rights programmes and projects.
Job Purpose
The Associate Programme Officer supports the Senior Human Rights Adviser in facilitating the development, implementation, and evaluation of assigned human rights programmes and projects in Madagascar. This involves monitoring progress, analyzing specific aspects of project development, reviewing documents, identifying issues, and recommending corrective actions. The role includes conducting basic research, providing substantive support for policy coordination and evaluation, assisting with consulting assignments, and preparing various written outputs. The officer will also support consultative meetings, undertake outreach activities, participate in field missions, and coordinate budget-related activities, ensuring smooth project execution and reporting.
Responsibilities
Facilitate the development, implementation, and evaluation of assigned programmes/projects, monitoring and analyzing specific aspects, reviewing documents, identifying issues, and recommending corrective actions. Conduct basic research on programmes and operations, collecting, analyzing, and presenting statistical data. Provide substantive support for policy coordination and evaluation, including analysis of emerging issues and trends. Assist in consulting assignments by planning workshops and developing action plans. Participate in survey initiatives, design data collection tools, and analyze responses. Contribute to written outputs such as background papers, analytical notes, and reports. Provide administrative and substantive support for meetings and conferences. Undertake outreach activities, including developing and participating in training workshops and seminars. Participate in field missions, providing substantive and administrative support. Coordinate activities related to budget funding, including project preparation, progress reports, and financial statements.
Work Experience
A minimum of two years of progressively responsible experience in project/programme management or administration is required. Desirable experience includes designing and delivering training, developing training materials for human rights actors, working within the UN or similar international organizations, and experience with ERP systems like Umoja.
