International Consultant on the Review Mechanism and support to the implementation of UNTOC and the Firearms Protocol
Organizational Context
The United Nations Office on Drugs and Crime (UNODC), within the UN Secretariat, is seeking an International Consultant. This role supports the Conference Support Section and the Firearms Trafficking Section, contributing to the implementation of the UN Convention against Transnational Organized Crime (UNTOC) review mechanism and the UN Firearms Protocol. The position is based in Vienna, Austria.
Job Purpose
The purpose of this assignment is to provide critical support to UNODC's Conference Support Section (CSS) and Firearms Trafficking Section (FTS). The role will enhance the implementation of the UNTOC review mechanism and bolster the interagency, normative, and legislative assistance efforts related to the Organized Crime Convention and the Firearms Protocol. This involves facilitating State party participation in the review process, assisting with country reviews, and providing legislative advice. The consultant will also contribute to the servicing of the Conference of the Parties, support inter-agency coordination on firearms, and aid in the development of legal tools and fundraising for UNODC's firearms-related work, ultimately strengthening global efforts against organized crime and illicit firearms trafficking.
Responsibilities
The consultant will contribute to the UNTOC review process by delivering or co-delivering trainings for State parties. They will support States parties in the review process by facilitating consultations and dialogue. Key duties include assisting States parties in drafting documents for country reviews, such as written feedback and observations related to the Firearms Protocol. The role also involves supporting the delivery of legislative assistance and legal advisory services by developing and reviewing legislative assessment and gap analysis reports. The consultant will monitor legal assistance delivery, conduct legal research, and provide inputs for legal reports. Additionally, they will contribute to servicing the Conference of the Parties, including facilitating consultations for resolutions and supporting side events. Inter-agency coordination on firearms, participation in relevant meetings, and support for developing legal tools and fundraising efforts are also core responsibilities.
Work Experience
A minimum of two years of progressively responsible experience in crime prevention and criminal justice is required. Experience in legislative analysis and legal research in organized crime or related fields is desirable. Previous experience in an international organization, supporting intergovernmental processes, or with UN convention review mechanisms is also desirable.
