INFORMATION SYSTEMS OFFICER (Temporary Job Opening)
Organizational Context
This position is within the Automated System for Customs Data (ASYCUDA) Programme, part of the Division on Technology and Logistics (DTL) at UNCTAD in Monrovia, Liberia. The Information Systems Officer will report to the ASYCUDA Regional Coordinator for East and Southern Africa Region, contributing to the program's technical support and development efforts.
Job Purpose
The Information Systems Officer will provide crucial technical assistance and support to National Customs Services (NCS) and National Project Teams (NPT) under the ASYCUDA Programme. This role involves managing projects from feasibility studies to implementation of moderately complex systems, and developing detailed system specifications and user documentation. The officer will analyze user requirements, translate them into applications, and ensure seamless integration of systems. Responsibilities include maintaining, upgrading, and enhancing existing ASYCUDA systems, troubleshooting issues, and providing ongoing user support. Additionally, the role involves developing and maintaining proprietary ASYCUDA programs, ensuring data security, conducting system testing, and creating training materials to empower staff in utilizing assigned systems effectively.
Responsibilities
The Information Systems Officer is responsible for managing projects, including feasibility studies, systems analysis, design, development, and implementation of moderately complex systems. This includes participating in development teams for larger projects. The role involves creating detailed system specifications and user documentation for ASYCUDA systems. Providing specialized advice to National Customs Services and National Project Teams, analyzing user requirements, and translating them into new applications are key duties. The officer will also manage application systems integration and linkage issues. Maintaining, upgrading, and enhancing existing ASYCUDA user systems, troubleshooting problems, and providing continuous user support are essential. Developing and maintaining ASYCUDA proprietary programs, ensuring data security and access controls, and organizing and performing system testing are also required. Furthermore, the role includes developing training materials, operating and user manuals, training staff, and developing disaster recovery plans. The officer will participate in writing reports and may provide guidance and supervision to junior staff.
Work Experience
A minimum of five years of progressive experience in planning, design, development, implementation, and maintenance of computer information systems is required, with specific experience in customs and international trade digitalization, system deployment, development, and support. Experience in prototyping and implementing complex customs IT systems, organizing and delivering training, and working in an international environment are desirable.
