National Consultant (Policy and SOP Development Expert Consultant for Wildlife and Timber Trafficking)
Organizational Context
The United Nations Office on Drugs and Crime (UNODC) in the Secretariat is seeking a National Consultant to develop policies and Standard Operating Procedures (SOPs) for combating wildlife and timber trafficking. This role is based in Jakarta and will focus on enhancing interagency cooperation within Indonesia to address these transnational crimes.
Job Purpose
The purpose of this consultancy is to develop a comprehensive Standard Operating Procedure (SOP) that enhances interagency cooperation for managing transnational wildlife and timber trafficking cases. This involves conducting stakeholder mapping, facilitating dialogues to clarify roles and responsibilities, drafting the SOP with clear coordination, communication, and information-sharing mechanisms, and validating it through workshops and exercises. The ultimate goal is to improve the effectiveness of law enforcement and judicial responses to wildlife and timber trafficking by ensuring streamlined collaboration among relevant agencies, leading to better case management and outcomes.
Responsibilities
The consultant will conduct a stakeholder mapping and assessment to identify all relevant agencies and their roles in transnational wildlife and timber trafficking case management. This includes reviewing existing policies, identifying agencies across the enforcement chain, and pinpointing gaps and opportunities for collaboration. The consultant will facilitate interagency dialogues to clarify roles, responsibilities, and coordination mechanisms, building a shared understanding among stakeholders. A key responsibility is to develop a draft SOP outlining interagency cooperation, including procedures for coordination, communication, and information sharing. Finally, the consultant will facilitate an interagency workshop to review, validate, and refine the draft SOP, and design and lead a training exercise to test its effectiveness and finalize the document for adoption.
Work Experience
A minimum of 7 years of relevant work experience in wildlife and/or forest crime is required. Experience in stakeholder mapping, institutional assessments, and facilitating multi-agency consultations is essential. Demonstrated experience in developing SOPs or policy documents, particularly concerning interagency cooperation and case management, is also required. Hands-on experience in designing and facilitating capacity-building activities is desirable.
