National Consultant Climate Mitigation
Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority. This role supports the NDC Partnership Action Fund (PAF) implementation team in Moldova, focusing on climate change mitigation and strengthening institutional capacity. The consultant provides on-the-ground support, facilitating liaison between the Moldovan government and the UNEP project team.
Job Purpose
This role is crucial for providing on-the-ground support to the UNEP project team in Moldova, ensuring the effective delivery of NDC PAF support to the Government of Moldova. The consultant will contribute high-quality work on climate change mitigation, particularly in the Energy and Waste sectors, and may also support adaptation-related activities. A key aspect is strengthening institutional capacity for climate change mitigation and facilitating coordination across ministries and stakeholders. The position is essential for enhancing national capacity to implement and sustain mitigation initiatives under the NDC framework through organized workshops and capacity-building activities.
Responsibilities
The consultant will support the UNEP project team in delivering climate change mitigation activities, focusing on key sectors like Energy and Waste, and potentially supporting adaptation work. Responsibilities include providing substantive and logistical assistance for the NDC PAF in Moldova, strengthening institutional capacity, and coordinating project activities at the national level. This involves facilitating liaison between the Moldovan government and the UNEP team, organizing and managing workshops and events, coordinating stakeholders, and contributing to consultation workshops and train-the-trainer sessions. The role also includes reporting on progress, supporting planning and execution, ensuring alignment with national needs, and liaising with other local consultants and local stakeholders, including the Ministry of Environment.
Work Experience
A minimum of two years of experience in implementing national climate-related programmes, preferably with a national learning institution or association in Moldova, is required. Desirable experience includes gathering data on climate change mitigation and working with public institutions in Moldova on climate change planning.
