Crime Prevention and Criminal Justice Officer (Trafficking in Persons and Smuggling of Migrants)
Organizational Context
This position is based in the Regional Office for the Middle East and North Africa (ROMENA) of the United Nations Office on Drugs and Crime (UNODC) in Cairo, Egypt. The role operates under the guidance of the Regional Representative and direct supervision of the Regional Programme Coordinator, contributing to UNODC's mandate in the region.
Job Purpose
The Crime Prevention and Criminal Justice Officer is responsible for the overall implementation and direction of UNODC projects and initiatives focused on combating human trafficking and migrant smuggling within the MENA region. This includes coordinating regional programs, organizing capacity-building activities on modern investigative techniques, and developing operational guidelines. The role involves conducting training needs assessments, monitoring program implementation and budgets, preparing reports, and enhancing the visibility of UNODC's anti-trafficking efforts. A key aspect is analyzing data to identify trends and inform planning, decision-making, and reporting on organized crime, ensuring all activities align with professional investigative and judicial standards.
Responsibilities
The incumbent will oversee the implementation and direction of UNODC projects related to human trafficking and migrant smuggling. Key duties include: coordinating and monitoring the regional program to ensure adherence to professional standards; organizing and delivering capacity-building and technical assistance on detecting and investigating migrant smuggling, with a focus on technology, virtual assets, and darknets; coordinating international and regional workshops and conferences, including presentations on forensic analysis and criminal investigations. The role also involves drafting and maintaining operational guidelines and SOPs for modern technology and cyber-related issues, conducting training needs assessments for law enforcement and criminal justice agencies, and monitoring program implementation and budgets. Additionally, the officer will prepare various written outputs, support UNODC's visibility, and analyze data using visualization methods to identify trends and inform planning and reporting on organized crime.
Work Experience
A minimum of five years of progressive professional experience in technical assistance and program management is required. Experience in investigating conventional, organized, and technology-based crimes is essential. Experience in delivering capacity-building, training, and advisory services to criminal justice and law enforcement organizations is also required. Experience within the UN or a similar international organization is desirable, as is experience in data analytics.
