Organizational Context
The Common Administrative Platform (One Executive Office) within the Department of Operational Support at UN Headquarters provides comprehensive administrative services. As part of the UN80 reform, it consolidates common functions into unified platforms. This role is situated within the Staff Administration and Client desks, supporting New York-based Secretariat entities.
Job Purpose
The Human Resources Officer provides essential administrative support for staff administration and HR operations, ensuring accuracy, compliance, and timely service delivery. This role encompasses onboarding, managing entitlements and benefits, HR planning, monitoring, and supporting staff separation processes. The officer will supervise HR staff, provide expert advice on HR policies and regulations, and contribute to data analysis for workforce planning. Key responsibilities include overseeing HR transactions, approving appointments and benefits, and maintaining HR records. The position aims to enhance HR service delivery and support the operational efficiency of Secretariat entities.
Responsibilities
Oversee and deliver HR services, supervising HR Partners and Assistants to ensure quality and consistency. Manage all HR administrative transactions, including personnel actions, contract administration, and staffing tables. Provide authoritative advice on HR policies, rules, and regulations to managers and staff. Coordinate the onboarding of new staff, determine entitlements, and approve job offers and appointments. Administer and advise on staff benefits, salary matters, travel, and social security. Analyze HR data to support workforce planning and decision-making. Maintain accurate staffing tables and HR records. Advise on the interpretation and application of HR policies and rules. Develop and maintain HR dashboards and prepare performance reports. Assess training needs and deliver learning programs. Lead HR projects, review staff-related cases, and support audits. Assist in policy development and recommend procedural updates.
Work Experience
A minimum of five years of progressive experience in human resources management and administration is required. Experience in administering entitlements and benefits using ERP systems (e.g., Umoja/SAP) and supervising a team is essential. Experience in HR data analysis, modeling, and reporting is desirable, as is experience within the UN System or similar international organizations.

Professionalism in HR management, UN Staff Regulations and Rules, recruitment, onboarding, contract management, entitlements and benefits administration. Client orientation and partnership building. Technological awareness, proficiency in HR information systems, and data analytics (Excel, Power BI). Performance management, delegation, feedback, and staff development.
