Organizational Context
This position is within the Automated System for Customs Data (ASYCUDA) Programme, part of the Division on Technology and Logistics (DTL) at UNCTAD in Gibraltar. The Programme Management Officer reports to the Chief of the ASYCUDA Programme, contributing to global projects.
Job Purpose
The Programme Management Officer provides global guidance and technical assistance for ASYCUDA projects under the supervision of the Chief. This involves developing, implementing, and evaluating programmes, monitoring progress, and identifying issues for corrective action. The role includes conducting consulting assignments, facilitating workshops, and developing action plans for change management. It also requires researching and analyzing information on logistics, trade standards, and best practices, and investigating policy development. The officer will prepare written outputs, support meetings and conferences, coordinate outreach activities, conduct training, and lead field missions. Additionally, the role involves managing budget-related activities and utilizing data visualization for planning and decision-making.
Responsibilities
Develops, implements, and evaluates assigned programmes and projects, monitoring progress and addressing issues. Conducts consulting assignments, including facilitating workshops and developing action plans. Researches and presents information on logistics, trade standards, and best practices. Investigates and coordinates policy development, including research and analysis of trends. Designs and implements survey initiatives, analyzes data, and prepares conclusions. Produces written outputs such as reports and publications. Provides substantive support for meetings and conferences. Coordinates outreach activities, training workshops, and presentations. Participates in complex field missions, guiding consultants and government officials. Manages budget-related activities, including project preparation and financial reporting. Collects and analyzes data, using visualization methods for planning and decision-making.
Work Experience
A minimum of seven years of progressive experience in complex project/programme management or administration is required, with specific experience in customs automation, data analytics, and Single Window systems. Desirable experience includes knowledge of international trade facilitation standards, project management in customs/logistics digitalization, and research in international trade processes.
