The United Nations Environment Programme (UNEP) is the leading global environmental authority. The Climate Change Division aims to provide strategic guidance and action for climate stability, working with member states and partners to accelerate a just transition. This role is situated within the Climate Change Division, Mitigation Branch, Finance Unit in Bangkok.
Job Purpose
This Programme Management Officer role supports UNEP's Climate Change Division by leading the implementation and monitoring of multi-donor programs focused on women, climate resilience, gender, and energy in Asia. The purpose is to drive effective project planning, implementation, and results, addressing climate change mitigation and adaptation. The role contributes to enhancing implementation capacity, providing knowledge, facilitating access to finance and technology, and building resilience, ultimately promoting sustainable development and effective climate policies aligned with global goals and national needs.
Responsibilities
Key responsibilities include evaluating and monitoring multi-donor programs in five Asian countries, leading strategic project planning and implementation for regional and national activities addressing gender, energy, and climate change. This involves reviewing documents, identifying issues, and initiating corrective actions. The role requires monitoring project implementation, developing narrative reports for donors, and coordinating budget and funding activities. It also entails managing project communications, ensuring compliance with UN procedures for partners and procurement, and supervising consultants. Providing technical assistance to stakeholders and governments on gender-responsive climate strategies, leading partnerships with financing institutions to mobilize investment for gender-responsive renewable energy, and facilitating technical assistance for access to finance are crucial. The role involves participating in field missions, conducting training workshops, and designing/implementing partnership meetings. Analysis of gender and climate change trends will inform UNEP's strategic planning. Expanding linkages with existing programs and mobilizing global attention through dialogues are also key duties. Finally, leading data analysis for planning and reporting and performing other duties as required are expected.
Work Experience
A minimum of seven years of progressive experience in energy/nature-based solutions and climate finance, particularly with private sector organizations, policy analysis, and project/programme management, is required. Experience at national and intergovernmental levels, in an advisory role, and in developing countries, especially in the Asia Pacific region, is also necessary. Desired experience includes working with development banks and vertical funds, proposal development, resource mobilization for climate change projects, and at least two years in data analytics.
