Organizational Context
The Global Strategy and Policy Division is the central authority for human resources management strategies and policies within the UN Secretariat. It focuses on attracting, developing, and retaining a diverse global workforce, fostering engagement and leadership. This role is situated within the Human Resources Policy Section, reporting to the Chief of Section.
Job Purpose
This role contributes to the UN Secretariat's human resources strategy by developing and reviewing HR policies to meet evolving organizational needs and support the Secretary-General's agenda. The purpose is to ensure a comprehensive, up-to-date HR policy framework that addresses staff conditions of service, including benefits and allowances. The role involves providing authoritative policy interpretation, advising on policy development and implementation, and contributing to the end-to-end talent management lifecycle. It also involves research, preparing reports, and supporting intergovernmental meetings and audits related to HR policy.
Responsibilities
Develops and implements innovative HR policies aligned with the Secretary-General's agenda, focusing on areas like gender parity, family-friendly workplaces, recruitment, and flexible working. Conducts comprehensive reviews of existing HR policies to ensure they are streamlined, current, and responsive to organizational needs. Provides authoritative interpretation of UN Staff Regulations and Rules and HR policies, advising senior management and HR practitioners. Advises on the development and modification of staff regulations, rules, and policies. Contributes policy inputs to legal and management evaluation processes. Supervises junior HR officers, represents the section in inter-agency groups, and conducts research on HR best practices. Prepares reports, policy papers, and presentations for various stakeholders and supports intergovernmental meetings and audits.
Work Experience
Requires a minimum of seven years of experience in HR management, including policy development, interpretation, and implementation. Experience in benefits administration, conditions of service, compensation, or administration of justice is necessary. Specific experience in HR policy development, implementation, administrative law, and providing HR policy interpretation and advisory services is required. Experience within the UN Common System or a comparable international organization is also required.
