Organizational Context
The Global Strategy and Policy Division is the central authority for human resources management, developing strategies, policies, and tools to attract, develop, and retain a diverse workforce. This role is situated within the Field Strategy and Conditions of Service Section, contributing to the end-to-end talent management lifecycle for all Secretariat staff.
Job Purpose
This Human Resources Officer role supports the Global Strategy and Policy Division, which acts as the central strategic authority for human resources management. The purpose is to develop and implement innovative HR policies that align with the Secretary-General's agenda, ensuring the Organization can attract, develop, and retain a talented and diverse global workforce. The role involves reviewing and updating existing policies, providing authoritative interpretations of regulations and rules, and advising on HR practices to maintain a comprehensive and responsive policy framework. This contributes to effective talent management, from strategic planning to staff development and mobility, ensuring the Organization's HR framework remains current and supportive of its objectives.
Responsibilities
Develops and implements innovative HR policies, contributing to organizational goals such as gender parity and flexible work environments. Conducts comprehensive reviews of existing HR policies, streamlining and updating them to meet organizational needs. Makes recommendations on HR policy practices and procedures, developing learning materials and workflow processes. Provides authoritative interpretations of UN Staff Regulations and Rules and HR policies to senior management and HR practitioners. Advises on the development and modification of staff regulations, rules, policies, and practices. Contributes policy inputs to legal and administrative divisions regarding management evaluation requests and litigation cases. Supervises junior HR officers, represents the section in inter-agency working groups, and conducts research on HR best practices. Prepares reports, policy papers, and presentations for various stakeholders and supports intergovernmental meetings and audits.
Work Experience
A minimum of seven years of experience in human resources management, including policy development, interpretation, implementation, benefits administration, and conditions of service. Experience in HR policy development and implementation or administrative law is required, as is experience in providing HR policy interpretation and advisory services. Experience within the UN Common System or a comparable international organization is also required.
