Organizational Context
The United Nations Office at Vienna (UNOV) supports the UN Secretariat's mandates in various areas. This role supports the UN-SPIDER programme, focusing on disaster risk reduction and the use of space-based information. The position is based in Beijing, with preparatory and follow-up work conducted remotely, and involves in-country support in Bishkek, Kyrgyz Republic.
Job Purpose
This role serves to provide crucial technical advisory mission (TAM) coordination, translation, and reporting support for UN-SPIDER activities in the Kyrgyz Republic. The primary purpose is to facilitate the successful execution of the TAM by ensuring seamless logistical arrangements, effective communication between UN-SPIDER and national stakeholders, and accurate translation of technical information. The consultant will bridge communication gaps, manage documentation, and contribute substantively to the final TAM report, ensuring its accuracy, relevance, and usefulness for disaster risk reduction efforts in the region. This role is essential for gathering accurate data, validating findings, and formulating context-sensitive recommendations to enhance national capacities.
Responsibilities
Key responsibilities include pre-mission preparation and coordination, such as finalizing the TAM program, schedules, and logistical arrangements, and acting as a liaison between UN-SPIDER and the Ministry of Emergency Situations (MES) and other national institutions. This involves coordinating with various ministries and agencies, managing contact lists, and collecting necessary background documents. The role also entails providing comprehensive translation and language support, translating TAM-related materials between English, Russian, and Kyrgyz, and ensuring accurate technical terminology. During the in-country mission, the consultant will offer day-to-day coordination, facilitate meetings, take structured notes, and document findings against strategic pathways. A significant part of the role involves substantive contributions to the TAM report, including drafting sections, providing pathway-based inputs, and preparing annexes. Finally, the consultant is responsible for fact-checking, validation, quality assurance of all mission documents, and post-mission follow-up, including knowledge management and communication.
Work Experience
A minimum of five years of relevant professional experience in disaster risk reduction, emergency management, geospatial information, remote sensing, climate risk, public-sector coordination, or international development is required. Experience working with government institutions in the Kyrgyz Republic, supporting UN or international organization missions, documenting technical meetings, and drafting reports is highly desirable. Familiarity with disaster risk management systems, early warning, GIS, remote sensing, or geospatial data platforms is an asset.
