Organizational Context
This role is within the Organizational Development Section of the UN Secretariat's Office of Human Resources. It supports the Secretary-General's Strategic Action Plan on Addressing Racism and Promoting Dignity for All. The section focuses on building an inclusive, enabling, and diverse workplace culture, playing a key role in implementing recommendations to combat racism and enhance diversity and inclusion.
Job Purpose
The Human Resources Officer (Anti-Racism) is responsible for leading the development of anti-racism learning content and training frameworks for all UN Secretariat personnel. This involves consulting with various offices, coordinating with learning counterparts, and supervising instructional designers and subject matter experts. The role also supports entity-level capacity building, advises managers on anti-racism strategies, contributes to policy review from a learning perspective, and helps coordinate advocacy and awareness-raising events. Additionally, the officer will contribute to communication products, facilitate learning sessions, and co-develop anti-racism reports, evaluating program effectiveness and impact to foster a more inclusive and equitable work environment.
Responsibilities
Key responsibilities include leading the development of anti-racism learning content and training frameworks for all personnel, including leadership and managers. This involves cross-functional consultation with the Anti-Racism Office and other departments, coordination with learning counterparts, and supervision of instructional designers and subject matter experts. The role supports entity-level capacity building by developing region-specific programs and advising managers on anti-racism policies. It also contributes to the review of HR policies to ensure an inclusive framework and supports the coordination of advocacy and awareness-raising events. Furthermore, the officer will develop anti-racism training programs, translate data into reports, build networks for learning synergies, and contribute to anti-racism communication products. Responsibilities extend to co-developing reports, liaising with evaluative bodies, assessing program effectiveness, engaging with staff representative bodies, staying updated on anti-racism practices, leading HR projects, representing the organization, advising on anti-racism approaches, supervising junior staff, and coordinating vendor procurement.
Work Experience
A minimum of seven years of progressive experience in learning content development related to anti-racism or human resources management is required. Experience in project management and utilizing data for strategic decision-making is also necessary. Experience collaborating with diverse stakeholders is desirable.
