Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to key Haitian entities and UN operations, including the Gang Suppression Force, BINUH, Haitian National Police, and Armed Forces. UNSOH also offers technical assistance to the Organization of American States. This role is based in Port-au-Prince within the Close Protection Team of the Safety and Security Section, reporting to the Close Protection FS6.
Job Purpose
The Close Protection Officer (FS-5) is responsible for supervising a Close Protection Team to ensure the safety and security of a Senior UN Official. This involves conducting close protection operations, providing advice on operational requirements, maintaining security coverage for residences and offices, and implementing measures to deter threats. The role requires continuous assessment of the local threat level and ensuring the team's effectiveness. The officer will accompany the Senior UN Official during official travel, coordinate all security requirements, and report on movements. They will also liaise with security focal points, brief team members, and coordinate deployment plans, threat assessments, and operational execution, including pre-deployment briefings.
Responsibilities
Supervise a Close Protection Team to conduct operations for a Senior UN Official. Advise on operational requirements within the mandated area and assignment timeframe. Maintain security coverage for the official's working office and residence. Implement measures to deter threats and ensure the official's safety and well-being. Continuously assess and adapt team effectiveness to local threat level changes. Conduct close protection operations and accompany the official during official travel, coordinating all security needs. Report on official moves to the Close Protection Officer (Team Leader). Liaise with relevant security focal points and brief team members. Coordinate with mission units and departments regarding location, threat, and political climate prior to deployment. Assess, plan, coordinate, and execute close protection operations. Conduct pre-deployment briefings and coordinate with the Senior UN Official's office staff.
Work Experience
A minimum of eight years of progressive experience in Close Protection is required. This includes at least two years in close protection management as a Team Leader and three years of international experience in a conflict or post-conflict environment. Proficiency with close protection equipment and assets is essential. Experience in static and mobile protection, command post operations, response techniques, and training is desirable.
