Staff Development Officer
Organizational Context
This position is within the Organizational Development Section (ODS) of the UN Secretariat's Office of Human Resources. ODS manages extensive learning and development programs for all staff levels, focusing on core values, competencies, and organizational culture. The section also coordinates opportunities for staff to enhance their substantive and technical skills.
Job Purpose
The Staff Development Officer is responsible for developing and implementing human resources policies and practices related to learning and career satisfaction. This includes assessing and addressing leadership and management development needs, designing and delivering targeted programs, and advising senior leaders. The role involves facilitating collaborative initiatives, promoting the use of learning assessment tools, and evaluating program effectiveness to enhance organizational impact. Additionally, the officer will supervise junior staff, prepare policy documents, and represent the organization in inter-agency forums concerning learning and development.
Responsibilities
Develop and implement HR policies and practices for learning and career satisfaction. Monitor and ensure compliance with these policies. Stay updated on developments in learning and career satisfaction. Prepare reports and lead HR projects. Manage and supervise the ODS Leadership team. Assess and analyze organizational leadership and management development needs, designing relevant programs. Implement the Senior Leadership Support Programme and facilitate leadership development initiatives with UN agencies. Advise senior leaders on development, team effectiveness, and management practices. Support organizational development, focusing on leadership culture, change management, and accountability. Promote and coordinate the use of learning needs analysis and evaluation frameworks. Evaluate program effectiveness and recommend improvements. Supervise junior HR officers. Prepare policy papers and briefing notes on learning and development. Coordinate and participate in inter-agency meetings on related topics.
Work Experience
A minimum of seven years of progressive experience in human resources management or administration is required, including designing learning programs using diverse methodologies (online, social, face-to-face, blended). Experience in learning needs and impact assessments is desirable, as is experience applying behavioral science in learning.
