ASSOCIATE FUEL OFFICER
Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to key Haitian entities and international organizations, including the Gang Suppression Force, BINUH, Haitian National Police, and the Organization of American States. The Associate Fuel Officer, based in Port-au-Prince, reports to the Fuel Officer and assists in fuel management, operations, fraud prevention, quality control, and invoice verification.
Job Purpose
The Associate Fuel Officer supports UNSOH's mandate by ensuring efficient fuel management and operations. This role involves implementing projects to enhance fuel asset management, storage, and equipment upkeep. The officer will manage fuel inventories, coordinate deliveries, and contribute to developing outsourced fuel contracts. Responsibilities include technical evaluations, quality assurance, invoice verification, and resolving supply chain issues. The position also requires tracking fuel usage via an electronic system and investigating discrepancies to maintain accurate fuel accounting and uphold operational integrity within the mission.
Responsibilities
Implement and monitor projects for improved fuel asset management, storage, and equipment upkeep. Manage central records of fuel inventories, task orders, and deliveries, coordinating with regional staff and the Mission Fuel Unit. Contribute to developing outsourced fuel contracts, including preparing Statements of Work, technical evaluations, and contract quality control. Maintain communication with regional supervisors to resolve supply chain issues and administer fuel assets. Track and account for fuel using the Mission Electronic Fuel Management System (eFMS). Manage regional Quality Assurance (QA) plans, conduct on-site reviews, and evaluate contractor performance. Monitor and assist in investigating fuel accounting discrepancies and conduct physical verification of fuel records.
Work Experience
Requires at least two years of experience in large-scale fuel Quality Assurance (QA) for retail, logistics, or a major petroleum corporation/NGO. Experience in aviation Jet A-1 refueling, diesel fuel management, handling, transportation, safety, storage, and inspection is necessary. Experience analyzing fuel supply chains and working with Electronic Fuel Management Systems or ERP systems is desirable.
