Human Resources Assistant (part-time at 50%)
Organizational Context
This position is within the Planning, Contracting and Reporting Unit (PCRU) of the Human Resources Management Service at the United Nations Office at Vienna (UNOV)/United Nations Office on Drugs and Crime (UNODC). The unit is responsible for the engagement and administration of affiliate personnel. The role reports to the Chief of the PCRU, under the overall guidance of the Chief of SDOS.
Job Purpose
The Human Resources Assistant will provide essential part-time support (50%) to the team managing affiliate personnel, including consultants and individual contractors. The role focuses on assisting Vienna-based clients with HR matters, particularly concerning the engagement and administration of various personnel types such as consultants, contractors, gratis personnel, and UN Volunteers. This involves reviewing and processing engagement requests, approving fund commitments, maintaining HR databases, and preparing necessary documentation. The position also contributes to data analysis, reporting, and general office support, ensuring efficient HR operations for UNOV/UNODC.
Responsibilities
Provide HR assistance and support to Vienna-based clients, focusing on the engagement and administration of affiliate personnel including consultants, individual contractors, gratis personnel, UN Volunteers, and others. Review and process requests for engaging consultants and individual contractors, coordinating with team members. Approve fund commitments for UNOV/UNODC personnel in field offices. Maintain HR databases and automated applications, ensuring data accuracy and statistics. Prepare documentation for affiliate personnel engagement for distribution. Offer general office support, draft correspondence, and conduct research on HR issues. Assist in preparing HR-related notes and reports. Provide guidance to junior staff and act as a backup for colleagues. Collect, analyze, and present HR data for reporting and decision-making. Update information materials and perform other related duties as required.
Work Experience
A minimum of five years of progressive experience in human resources management or administrative services is required. This is reduced to three years with a first-level university degree. Experience with ERP systems (e.g., Umoja) and talent management systems (e.g., inspira) is mandatory. Experience with UN Common System HR policies and procedures, and specifically with managing consultants and contractors, is desirable.
