Consultant - Technology Transfer Operations
Organizational Context
The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) Centre for Technology Transfer and Innovation (APCTT) is seeking a consultant to develop an e-learning module on technology transfer. This role supports SDG-aligned innovation ecosystems in Asia-Pacific developing countries, complementing existing resources.
Job Purpose
The purpose of this consultancy is to design and develop a comprehensive, scalable, interactive, and high-quality e-learning module on technology transfer operations. This module, approximately 8-10 hours in length, will be tailored to the specific needs of Technology Transfer Offices (TTOs) and innovation intermediaries within the Asia-Pacific region. The consultant will build upon existing materials, addressing the unique institutional and developmental contexts of the region to foster SDG-aligned innovation ecosystems. The role contributes to APCTT's capacity-building mandate by providing practical, practice-oriented training resources.
Responsibilities
The consultant will conduct a review of existing technology transfer training resources to identify gaps and opportunities for the e-module. This will involve virtual consultations with APCTT Governing Council members, TTOs, and partner institutions to refine the module's scope and objectives. Key responsibilities include developing a detailed curriculum framework and instructional design, creating structured content on TTO management, commercialization, IP valuation, and stakeholder engagement. The consultant will incorporate at least five case studies, tools, and templates relevant to the Asia-Pacific region. Additionally, interactive components like quizzes and self-assessment exercises will be designed for asynchronous delivery. Technical input for other APCTT capacity-building activities may also be required.
Work Experience
A minimum of 7 years of professional experience in technology transfer operations, IP management, innovation ecosystems, or related fields is required. Proven experience in developing e-learning modules, instructional design, and curriculum development is essential. Experience with practice-oriented training materials, case studies, and interactive elements is highly desirable. Prior work with UN organizations or international development agencies is a plus.
