Organizational Context

The Human Resources Management Section, within the Administration and Conference Management Division, provides experienced-level support in administering staff benefits and entitlements, applying HR rules and procedures across various cases. Job Purpose
The Human Resources Assistant plays a vital role in supporting the ECA's mission by ensuring the efficient administration of human resources functions. This includes managing staff benefits and entitlements, processing personnel actions, maintaining accurate records, and providing guidance on HR procedures to staff members. The position contributes to the smooth operation of the HRMS, ACMD, by applying established rules and procedures across a broad range of cases, ensuring accuracy and timely service delivery. The role supports the overall strategic objectives of the ECA by facilitating effective human capital management, which is essential for advancing the organization's goals in areas such as economic diversification, job creation, and regional cooperation.
Responsibilities
Administer on-boarding processes, including processing personnel actions and issuing appointment letters; manage contract renewals and staff movements, including temporary and permanent transfers and inter-agency agreements. Process off-boarding and separation actions. Assist staff with documentation for benefits, insurance, and separation, ensuring completeness and accuracy. Review records and process staff benefits and entitlements, maintaining staff status and monitoring dependent-related entitlements. Respond to staff queries on entitlements and provide guidance based on policy. Process travel requests and review/approve time and attendance, including various leave types, escalating inconsistencies. Monitor annual declarations and prepare documentation for insurance and pension funds. Compile data for routine reports, maintain HR records, and update information materials. Draft routine correspondence and provide guidance to junior staff. Monitor regulatory compliance through personnel actions. Assist in data collection, analysis, and presentation for knowledge sharing and decision-making, ensuring data integrity and identifying trends. Participate in HR projects and data clean-up exercises.
Work Experience
A minimum of seven years of progressively responsible experience in human resources or administrative services is required. This requirement is reduced to five years for candidates possessing a first-level university degree or higher.
