Organizational Context
The United Nations Office on Drugs and Crime (UNODC) in West and Central Africa is focused on enhancing maritime security and combating transnational organized maritime crime. This role supports legal reform and capacity building within the Gulf of Guinea region, contributing to regional stability and economic development by strengthening legal frameworks and prosecution efforts.
Job Purpose
This consultancy aims to provide expert legal support to UNODC's efforts in combating maritime crime in West and Central Africa. The role involves conducting legal assessments, developing legislative frameworks, and drafting agreements to address piracy and other maritime offenses. The objective is to strengthen the capacity of coastal states to prosecute maritime crimes, aligning with international law and regional codes of conduct, thereby enhancing maritime security and the rule of law in the Gulf of Guinea region. The consultant will contribute to project implementation and reporting, ensuring effective legal responses to transnational maritime threats.
Responsibilities
Conduct legal assessments and gap analyses related to maritime piracy and terrorism in West and Central Africa. Develop and update comparative analyses of existing maritime laws and practices to identify discrepancies. Draft model agreements for the transfer of suspected pirates and other maritime offenders. Support the development of dedicated action plans to address identified legal gaps. Assist in establishing robust legal frameworks and solid legislation in line with UNCLOS and other international maritime instruments. Contribute to improving criminal justice responses against smuggling, fisheries crimes, and maritime security threats. Train maritime criminal justice practitioners on the Law of the Sea and transnational organized maritime crime. Prepare and submit comprehensive reports on activities and findings.
Work Experience
A minimum of ten years of progressive professional experience in countering maritime crime and implementing the Law of the Sea is required. Experience in development work, legal systems under international maritime conventions, and legal research/analysis is essential. Experience with UN or other international organizations is desirable.
Skills
Legal research and analysis, proposal development, training plan development, excellent drafting skills, understanding of international maritime law (UNCLOS), experience with transnational organized maritime crime, strong interpersonal and communication skills, tact in inter-cultural communication, fluency in English and French.
