Organizational Context
This position is within the UNODC Budget Unit, part of the Financial Resources Management Service at the United Nations Office at Vienna (UNOV) and the United Nations Office on Drugs and Crime (UNODC). The role reports to the Chief of the UNODC Budget Unit, operating under the overall guidance of the Chief of the Budget Section. The unit is responsible for managing budgets for UNOV and UNODC operations.
Job Purpose
The Budget Officer will be responsible for reviewing and analyzing cost estimates and budget proposals, with a particular focus on UNODC's voluntarily funded budgets. This includes monitoring budget implementation, supporting managers in resource requirement elaboration, and ensuring divisional budget submissions comply with legislative mandates. The role involves preparing analytical information for budget review organs and governing bodies, presenting financial implications of scenarios, and managing spending authorities. Continuous monitoring of budget implementation, cost drivers, and financial projections, along with variance analysis and risk assessment, is crucial. The incumbent will also provide guidance on budgetary policies and procedures, including results-based budgeting, and draft reports for inter-governmental bodies and management. Data analysis and visualization will be used to support planning and decision-making.

Preparing comparative and variance analyses, along with regular financial monitoring reports highlighting project implementation and financial risks, is essential. Providing advice on budgetary and financial policies, including results-based budgeting, ensuring compliance with regulations, and keeping updated on relevant documents are also key duties. The role requires drafting reports for inter-governmental bodies and management, conducting research on budgetary policies, and utilizing data visualization for planning and reporting.
Work Experience
A minimum of five years of progressive professional experience in financial management, budget development, and financial administration is required. Experience at the international level in budget development and resource administration is necessary. Experience with automated budgeting, costing, financial modeling, and ERP systems (like SAP/Umoja) is required. Experience with trust funds, technical assistance projects, voluntary contributions, and data analytics is desirable.
