Consultant on social protection in Sri Lanka
Organizational Context
The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is implementing the Climate-Resilient and Inclusive Social Protection (CRISP) initiative. This consultancy supports ESCAP's efforts to integrate climate risk considerations into social protection systems in member states, aiming to bridge climate, social, and economic policy domains and translate analytical insights into practical reforms.
Job Purpose
This consultancy aims to support national decision-making in Sri Lanka by delivering analytically robust, policy-relevant, and action-oriented outputs on climate-responsive and shock-responsive social protection. The role involves assessing climate vulnerabilities, evaluating social protection system performance, and developing actionable pathways for strengthening resilience. The consultant will also contribute to regional knowledge generation under the CRISP initiative by documenting lessons and approaches that can inform similar efforts in other ESCAP member states, fostering enhanced regional cooperation and capacity development.
Responsibilities
The consultant will deliver country-specific knowledge products for Sri Lanka, including an evidence-based assessment of climate-related vulnerabilities and social protection system performance. Key duties involve developing actionable pathways for strengthening climate-responsive and shock-responsive social protection, supporting the preparation and delivery of national capacity development and validation workshops, and facilitating the launch of the final report. The role also includes supporting Sri Lanka's engagement in regional CRISP partner workshops and contributing to the generation of lessons and approaches for other ESCAP member states.
Work Experience
Required experience includes demonstrated expertise in research, data analysis, and coordination. Proven professional experience in social protection and climate change is essential. Experience working with government counterparts, ideally in Sri Lanka or similar contexts, is required. Familiarity with Sri Lanka's social protection system is highly desirable.
