Organizational Context
Within the International Trade Centre, the Institutions and Ecosystems Section (IE) of DECI supports Business Support Organizations (BSOs) in developing and transition economies. These BSOs act as multipliers for ITC projects, enhancing reach, scale, and local knowledge transfer. The Institutions and Ecosystems Programme contributes to SDGs 8 and 16, and indirectly to others. This role provides specialized expertise to BSOs and ecosystems for inclusive, sustainable development, including assessment and capacity building.
Job Purpose
The Programme Officer contributes to the International Trade Centre's mission by supporting Business Support Organizations (BSOs) in developing and transition economies through the Institutions and Ecosystems Section (IE). The role's purpose is to enhance the performance of these BSOs, which serve as crucial multipliers for ITC projects, extending their reach, scale, and ensuring lasting local impact through knowledge and capacity transfer. This position specifically applies specialized expertise and networks to facilitate inclusive and sustainable development within BSOs and their related ecosystems. The incumbent will conduct organizational assessments, ecosystem mappings, and capacity-building initiatives, directly contributing to Sustainable Development Goals (SDG) 8 and 16, and indirectly to several others. The role ensures that BSOs are equipped to drive economic growth and resilience, fostering organizational excellence and sustainability.
Responsibilities
The Programme Officer is responsible for the adaptation, implementation, and evaluation of assigned programmes and projects, monitoring their development, and analyzing progress. This includes reviewing documents, applying ITC methodologies to identify issues for business support organizations (BSOs), proposing corrective actions, and tracking follow-up. The role involves performing consulting assignments, conducting organizational assessments and ecosystem mappings, and planning and leading workshops and coaching activities to promote organizational excellence and sustainability. The incumbent will research, analyze, and present information from diverse sources, assist in strategy development, and undertake survey initiatives, including designing data collection tools and interpreting responses. Key duties also encompass preparing various written outputs like mission reports and ecosystem mappings, and providing substantive support to consultative meetings and conferences. The officer will conduct outreach activities, lead training workshops, and make presentations on relevant topics. Furthermore, the role involves developing and supporting BSO networks, identifying and sharing good practices, and contributing to ITC's overall sustainability work. The incumbent will participate in or lead field missions, offering guidance to consultants and officials, and coordinate budget and funding activities, preparing necessary financial and programme documents.
Work Experience
A minimum of five years of experience (seven years with a first-level degree) in project or programme management, administration, or a related field is required. Desirable experience includes advising public and private sector economic actors in trade promotion and business support globally, delivering trade promotion missions or events, and working with developing and transition economies.
