Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC), part of the UN Secretariat, is seeking a consultant to contribute to the development of technical, conceptual, and comparative inputs for strengthening the measurement of care work and designing comprehensive gender-equality-focused care policies. This role supports specific project deliverables through technical assistance and interregional knowledge exchange.
Job Purpose
The consultant will provide crucial technical support to ECLAC's engagement in global care work statistical definition processes, integrating regional evidence and country experiences. This role is instrumental in preparing and implementing technical assistance on comprehensive care policies in target countries, aligning with project objectives. A key contribution will be a comparative study on care policy approaches across Latin America and the Caribbean, Asia-Pacific, and Arab States, identifying commonalities and challenges to foster interregional synergies. The consultant will also develop and review technical inputs on migration, care, and gender, and advise on the measurement of the care society, particularly time-use studies, to advance methodological development and project outcomes.
Responsibilities
Provide technical support for ECLAC's participation in global care work statistical definition processes, incorporating regional evidence and project country experiences. Support the Gender Affairs Division in preparing and implementing technical assistance on comprehensive care policies in target countries. Develop a comparative study on care policy and system approaches across Latin America and the Caribbean, Asia-Pacific, and Arab States, identifying lessons learned and common elements for interregional synergy. Prepare and review technical inputs on migration, care, and gender, focusing on their relevance for comprehensive care policy design and the identification of differentiated needs of caregivers and care recipients in human mobility contexts. Offer technical advice on the measurement of the care society, specifically time-use measurement and methodological inputs. Undertake other tasks related to the project and the Gender Affairs Division's activities on care policies, care work measurement, and gender equality.
Work Experience
Requires at least 5 years of research experience in labor market, paid domestic work, and care issues. Experience in public policies for gender equality is desirable. Experience in developing comparative studies and providing technical assistance on care policies and measurement is also beneficial.
