Organizational Context
The International Seabed Authority (ISA), based in Kingston, Jamaica, is an intergovernmental organization established under UNCLOS. It organizes and controls activities in the international seabed area, focusing on administering its resources. This Budget Officer role sits within the Office of Administrative Services (OAS).
Job Purpose
The Budget Officer, reporting to the Director of OAS, provides strategic financial management and advisory services to senior management. This includes analyzing financial implications, establishing budgetary policies, and guiding on budgeting standards. The role is crucial for coordinating budget development, formulation, review, and consolidation processes, ensuring alignment with results-based budgeting principles and IPSAS frameworks. The position also supports governing bodies, monitors budget implementation, manages treasury functions, and drives improvements in financial management systems to enhance efficiency and effectiveness.
Responsibilities
Key responsibilities include advising senior management on financial management and budget stewardship, analyzing financial implications of business scenarios, and establishing budgetary policies and procedures. The role involves coordinating and leading the budget development process, preparing draft administrative budgets, and supporting program managers in budget formulation and financial reporting. Additionally, the Budget Officer analyzes departmental submissions, prepares consolidated budget proposals and performance reports, and provides secretariat services to governing bodies like the Finance Committee. Monitoring budget implementation, performing variance analyses, managing treasury functions, and enhancing financial management systems are also core duties. The role includes managing unit staff and ensuring alignment of risk management with internal controls.
Work Experience
A minimum of seven years of progressive professional experience in financial management, budget development, and financial administration is required, preferably at the international level. Experience with Results-Based Management, automated budgeting tools, and managing teams is essential. Experience with trust funds, technical assistance projects, voluntary contributions, inter-governmental bodies, and ERP systems is desirable.
