Organizational Context
The UN Secretariat, through its Resident Coordinator System, is seeking an experienced consultant to support the Government of Antigua and Barbuda in developing a national Digital Transformation Strategy. This role is crucial for leveraging digital technologies to improve public services, economic resilience, and inclusion within the twin-island state.
Job Purpose
The purpose of this role is to guide the Government of Antigua and Barbuda in creating a comprehensive Digital Transformation Strategy. This strategy will serve as a national roadmap, outlining specific initiatives for the next 3-5 years. The consultant will facilitate the translation of the government's vision into practical, forward-looking digital solutions, aiming to enhance public service delivery, strengthen economic resilience, and promote inclusivity. The work directly supports sustainable development goals within the context of a Small Island Developing State, ensuring that digital advancements contribute to the nation's overall progress and well-being.
Responsibilities
Key responsibilities include conducting a thorough desk review of the current digital landscape and market analysis, and facilitating consultations with government officials and key stakeholders. The consultant will map broad thematic areas for digital transformation, such as health, finance, education, and infrastructure, and perform a SWOT analysis to identify opportunities for economic digital transition. A core duty is preparing the Digital Transformation Strategy, aligning it with government vision and identifying optimal implementation pathways. This involves engaging relevant ministries, supporting the establishment of a Digital Transformation Technical Working Group for monitoring and evaluation, and presenting recommendations for validation and official endorsement.
Work Experience
A minimum of 15 years of relevant professional experience is required, with at least 10 years specifically in digitalization, ICT, public policy, or development. Prior experience working in the Caribbean region on related contexts is considered an asset.
