Organizational Context
The United Nations Interregional Crime and Justice Research Institute (UNICRI) in Turin, Italy, seeks a Budget and Finance Assistant for its Centralized Management Unit (CMU). This role operates under the direct supervision of the Senior Finance and Budget Assistant and the overall guidance of the Chief of the CMU.
Job Purpose
The Budget and Finance Assistant will be responsible for managing payments for goods and services, reviewing and preparing payments accurately according to UN Financial Regulations and Rules, and monitoring accounts receivables and payables. The role involves serving as the Treasury focal point, processing incoming payment instructions, creating business partner bank details, and resolving payment exceptions. Additionally, the incumbent will review and analyze UNICRI accounts, prepare accounting vouchers, assist with year-end financial reports, and support the financial backstopping of UNICRI Trust Funds. This includes monitoring contributions and expenditures, conducting financial data analyses using ERP systems like SAP/Umoja, and preparing expenditure reports and cost estimates for senior management.
Responsibilities
Manage and maintain all service payments for goods and services to third parties, vendors, and staff reimbursements. Review and prepare payments accurately, adhering to UN Financial Regulations and Rules, and analyze accounts receivables and payables. Act as the Treasury focal point, reviewing payment instructions, establishing business partner bank details, and resolving payment issues. Process incoming payments, notify payees, and liaise with external financial services for clearing receivables. Review and analyze UNICRI accounts, prepare accounting vouchers, and assist with year-end financial reporting and exercises. Support the financial backstopping of UNICRI Trust Funds by monitoring contributions and expenditures. Conduct financial data analyses using ERP systems, prepare expenditure reports, and verify data input accuracy. Assist senior management with cost estimates, revisions, and budget performance reports. Process Inter Office Vouchers, create grants, and draft correspondence on financial matters. Maintain files, assist with data collection and analysis for reports, and perform other related duties.
Work Experience
A minimum of five years of progressive experience in finance, budget, accounting, or administrative services is required. This is reduced to three years with a first-level university degree. Experience in project finance, ERP systems (like SAP/Umoja), and processing financial transactions is essential. Experience with the UN or similar organizations, data analytics, and treasury processes is desirable.
