Local Consultant for The Development of National Digital Green Transition Framework (Jordan)
Organizational Context
The United Nations Economic and Social Commission for Western Asia (ESCWA), in collaboration with Jordan's Ministry of Digital Economy and Entrepreneurship (MoDEE), seeks to develop a national framework for the digital green transition. This initiative aligns with Jordan's Digital Transformation Strategy and aims to leverage digital transformation as a key enabler for a low-carbon economy, job creation, and innovation.
Job Purpose
This role is crucial for developing Jordan's National Digital Green Transition Framework. The purpose is to provide strategic guidance on governance, coordination, and implementation, addressing future needs in green innovation, skills, and technology. The framework will maximize the benefits of digitalization for sustainability while mitigating risks like increased electricity demand and e-waste. The consultant will support Jordan in advancing an inclusive, resource-efficient, and sustainable digital economy, promoting green digital jobs and innovation ecosystems. This contributes to the UN's broader mandate of ensuring digital technologies support sustainable development globally and regionally.
Responsibilities
The consultant will develop a detailed National Digital Green Transition Framework for Jordan. Key tasks include reviewing national digital and innovation policies, researching regional and international best practices for digital green transition frameworks, and identifying national stakeholders. The consultant will conduct interviews and meetings with stakeholders, potentially contribute to sectoral workshops, and assess the alignment between digital transformation and green transition efforts. The framework will be prepared based on best practices, gap analysis, and national needs, incorporating SWOT analysis. Additionally, the consultant will contribute to a national workshop, capture feedback, and update the draft proposal based on comments from ESCWA and MoDEE, ensuring gender and youth considerations are integrated throughout the research and writing process.
Work Experience
A minimum of 7 years of experience in industry or applied research within digital technologies or economic policies is required. Previous experience in management and planning is also necessary. Experience in delivering research papers is desirable, as is prior experience in developing green transition plans, sustainability studies, or environmental studies.
