Organizational Context
The UN Secretariat's Resident Coordinator System in El Salvador supports the UN Country Team (UNCT) and Resident Coordinator (RC) in advancing sustainable, inclusive, and equitable peace. This role contributes to Pillar 3 of the UNSDCF, focusing on peacebuilding efforts within the country.
Job Purpose
This consultancy provides technical advisory services to the UN team in El Salvador, focusing on sustainable peace. The role involves analyzing the political, institutional, and civic space context, with an emphasis on human rights, gender, and the triple nexus. Key contributions include designing strategic documents for the Common Country Analysis (CCA) and the Peacebuilding Fund (PBF), facilitating stakeholder consultations, and supporting funding renewal to ensure program continuity. The aim is to strengthen the UN's positioning and strategic actions for peacebuilding in El Salvador.
Responsibilities
The consultant will analyze the political, institutional, and civic space context, integrating human rights, gender, and the triple nexus (development, peace, humanitarian action). Responsibilities include designing strategic documents to inform the Common Country Analysis (UNCA) and enhance eligibility for the Peacebuilding Fund (PBF). The role also involves facilitating consultations with key actors and systematizing their outcomes. Additionally, the consultant will support efforts to renew funding sources for the sustainable peace pillar and systematize periodic analyses to propose strategic actions for the joint positioning of the RC/RCO and UNCT.
Work Experience
A minimum of 10 years of demonstrable research and/or analysis experience in peacebuilding, security, and the rule of law is required. Additionally, at least 5 years of substantive experience working on peace, security, and rule of law issues is necessary. Extensive experience (at least 10 years) in leading and facilitating diverse groups, both in-person and virtually, at national and international levels is also essential.
