The United Nations Environment Programme (UNEP) Latin America and the Caribbean Office (LACO), based in Panama City, is responsible for coordinating environmental policy and promoting sustainable development. This role supports UNEP's efforts to implement the Paris Agreement by enhancing regional capacity in carbon markets and Article 6 readiness across several participating countries.
Job Purpose
This role serves to collectively improve knowledge and operational capacity regarding Article 6 of the Paris Agreement and carbon markets within Panama, Guatemala, Honduras, Argentina, Dominican Republic, Costa Rica, and El Salvador. The Technical Lead Consultant will actively engage stakeholders to meet institutional, technical, and operational requirements for establishing or participating in carbon markets. This initiative aims to support countries in achieving their Nationally Determined Contributions (NDCs), increasing ambition, and fostering cooperation. The role also enhances the visibility and effectiveness of the Regional Carbon Market Observatory for Latin America and the Caribbean through technical guidance and stakeholder engagement.
Responsibilities
The Technical Lead Consultant will provide technical and analytical guidance for project activities and deliverables related to carbon markets and Article 6 readiness. This includes reviewing analyses on carbon market development, contributing to the compilation and review of consultant reports, and preparing collaborative processes with stakeholders. The consultant will also prepare and update project communication materials, provide technical inputs for background documentation for meetings, and contribute to the preparation of agendas and technical materials for the Project Steering Committee. Responsibilities extend to providing technical advice for developing deliverables, gathering feedback, and identifying/recommending solutions for logistical and organizational issues. Additionally, the role involves supporting the articulation of public and private sectors in carbon markets, identifying needs and opportunities, and reviewing prefeasibility studies for emission reduction projects.
Work Experience
Requires two years of experience in public policy, climate change, environmental economics, fiscal policy, climate policy, or economic research. Experience in project implementation within an international development setting is desirable. Experience engaging governmental stakeholders in climate change projects in the LAC region, working with international donors, and managing technical cooperation projects is also preferred. Familiarity with carbon markets, Article 6, and GCF projects is beneficial.

Excellent understanding of global and national climate change issues, particularly transparency and carbon markets. Knowledge of climate change mitigation and adaptation planning, and intergovernmental negotiations. Professionalism, including issue identification, analysis, problem-solving, judgment, planning, and time management. Teamwork and collaboration skills. Planning and organizing abilities, including goal setting, prioritization, resource allocation, risk assessment, and monitoring.
