Job Purpose
The Director of the Air Transport Bureau (ATB) is responsible for leading and managing the Bureau's work programs and activities to support ICAO's strategic objectives. This involves formulating overall strategies, overseeing the development and implementation of the Bureau's work program, and directing a team of experts. The role provides critical advice and assistance to the Secretary General, ICAO governing bodies, and other entities on a wide range of air transport policy and operational issues. The Director also drives innovation and change management within the Bureau, ensuring high-quality delivery of services and contributing to the global advancement of safe, secure, sustainable, and economically viable international air transport.
Responsibilities
The Director leads and manages the Air Transport Bureau (ATB) and its staff, ensuring high-quality work programs and adherence to ethical standards. This includes planning and managing the Bureau's budget, human, and financial resources, and overseeing recruitment and staff development. The Director directs the execution of ICAO's Air Transport Programmes, developing strategies, setting priorities, and overseeing implementation related to ICAO's strategic goals, including aviation security, cybersecurity, and environmental sustainability initiatives like CORSIA. The role provides authoritative policy advice to the Secretary General on air transport matters, oversees the development of Standards and Recommended Practices (SARPs), and contributes to ICAO's overall strategic direction as a member of the Senior Management Board. Additionally, the Director provides strategic advice to ICAO Governing Bodies, serves as Secretary of the Air Transport Committee, and represents ICAO in various international forums.
Work Experience
Over 15 years of progressively responsible professional experience, including executive-level management in air transport or a related field, is required. This includes at least five years in senior management overseeing civil aviation programs and projects. Experience in international aviation matters, high-level negotiation, strategic business planning, change management, and corporate performance management is essential. Experience with multilateral financial institutions and UN development mechanisms is desirable.
