International Consultant to support the UNCT Turkmenistan Comprehensive SWAP Gender Equality Scorecard

Organizational Context

The UN Secretariat, specifically the Resident Coordinator System, is focused on advancing gender equality and women's empowerment. This role supports the UN Country Team (UNCT) in Turkmenistan by assessing their performance against UNSDG requirements for gender mainstreaming and identifying areas for improvement and technical assistance.

Job Purpose

This consultancy aims to support the UN Country Team (UNCT) in Turkmenistan in conducting a comprehensive assessment of gender equality performance using the UNCT-SWAP Gender Equality Scorecard. The purpose is to stimulate dialogue within the UNCT regarding the status of support for gender equality and women's empowerment, identify gaps in meeting minimum UNSDG requirements, and pinpoint areas where technical assistance can enhance performance. The ultimate goal is to improve accountability and drive more effective gender mainstreaming in UN operations in Turkmenistan, aligning with national strategies and global UN requirements.

Responsibilities

The consultant will collaborate with the Interagency Assessment Team and the UN thematic group on HR and Gender. Key responsibilities include assisting the UNCT in identifying areas where they meet or do not meet minimum UNSDG requirements for gender mainstreaming. The role involves stimulating constructive dialogue within the UNCT on gender equality support and its improvement. Additionally, the consultant will identify specific areas where technical assistance can help achieve minimum requirements and facilitate the UNCT-SWAP Gender Equality Scorecard exercise using participatory methods to ensure team ownership and leadership.

Work Experience

A minimum of 7 years of practical experience in gender mainstreaming within development is required. Experience with UN agencies on gender equality and at least 3 years of experience in results-based management, review, or evaluation are also required. Prior experience with the UNCT-SWAP Gender Equality Scorecard is desirable.
