The United Nations Office for Disaster Risk Reduction (UNDRR) is the UN system's focal point for coordinating disaster reduction efforts and ensuring synergies. It guides, monitors, and reports on the Sendai Framework, supporting global and national implementation. This consultancy is part of the Prepared for Recovery initiative, funded by Germany, focusing on Armenia's resilience.
Job Purpose
This consultancy aims to enhance Armenia's capacity for faster, more inclusive, and climate-resilient recovery by strengthening recovery governance and embedding disaster- and climate-risk considerations into public financial systems. The role will focus on improving the resilience and financial protection of livelihoods and MSMEs. The consultant will provide technical support to governments, analyze public financial management (PFM) for recovery, and contribute to national recovery readiness roadmaps. The work will generate practical insights and scalable tools, feeding into global learning platforms and reinforcing the global architecture for resilient recovery.
Responsibilities
The consultant will lead activities related to embedding risk-informed, disaster-responsive public financial management (PFM) into core fiscal systems. Key responsibilities include developing a work plan and engaging stakeholders, organizing inception calls with the Ministry of Finance, and collecting existing documentation on Armenia's PFM system. The consultant will analyze the national PFM system for recovery, conduct interviews with key stakeholders, and synthesize findings into a draft report highlighting institutional and capacity gaps, policy needs, and system improvements. The analysis will include schematic diagrams of recovery financing pathways and their weaknesses. The consultant will also support the validation of findings and feed them into the National Recovery Readiness Roadmap.
Work Experience
A minimum of 5 years of relevant experience in public finance, disaster recovery, public sector coordination, or disaster risk management is required. Experience working on public financial management or domestic financing systems is also required. Experience in research on disaster risk reduction is desirable.
