Organizational Context
This Programme Officer position is within the ITC Office for Africa (OA), Division of Country Programmes (DCP), focusing on the Africa Trade Competitiveness and Market Access (ATCMA) sub-regional programmes. The role reports to the Chief, Office for Africa, with technical reporting to the Chief, Financial Management Section, and collaborates closely with legal units, programme managers, and support services.
Job Purpose
The Programme Officer is responsible for managing a grant funding portfolio of approximately EUR 3 million for Business Support Organizations (BSOs) across ECOWAS, ECCAS, and SADC regions. This involves preparing documentation for calls for proposals, developing evaluation tools, overseeing the proposal evaluation and award process, and ensuring the technical and financial monitoring of grants. The role also supports the expansion of corporate grants management functions, including procedure development and capacity building. Additionally, the officer will conduct surveys, analyze data, and provide substantive support for meetings and field missions, contributing to the effective implementation and reporting of ATCMA programmes.
Responsibilities
Manage a grant portfolio of approximately EUR 3 million for Business Support Organizations (BSOs) across ECOWAS, ECCAS, and SADC regions. Prepare technical documentation for calls for proposals, develop evaluation guidelines and tools, and coordinate the publication and dissemination of these calls. Oversee the evaluation process, ensuring transparency and compliance, and coordinate the adjudication and award of grants. Conduct technical and financial monitoring of all grants, ensuring compliance with contractual obligations, and facilitate timely disbursements. Prepare periodic technical and financial reports for stakeholders and coordinate the closure of grants, including documentation validation. Liaise with relevant partners and stakeholders, including regional organizations. Support the expansion of corporate grants management functions, providing expertise and capacity building. Undertake survey initiatives, design data collection tools, analyze responses, and prepare conclusions. Provide substantive support to meetings and conferences, and participate in or lead field missions.
Work Experience
A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area is required. Two years of experience in managing grants or supporting BSOs is desirable. Experience in trade and economic integration, supporting small businesses in Africa, working within the UN system, or on EU-funded projects is also desirable.
