Organizational Context
The United Nations Relief and Works Agency (UNRWA) is a UN agency established in 1949 to provide assistance and protection to approximately 5.8 million registered Palestine refugees across Jordan, Lebanon, Syria, the West Bank, and Gaza. Its mission is to help refugees achieve their full potential in human development. UNRWA is the largest UN operation in the Middle East, funded by voluntary contributions. This role reports to the Chief Field Infrastructure & Camp Improvement Programme (CFICIP) and supervises staff.
Job Purpose
The Field Construction Engineer provides essential technical oversight and support for all construction projects, ensuring they are reliable, accessible, safe, operable, and fit for purpose. This role involves coordinating construction activities with various UNRWA departments and advising the CFICIP on cross-cutting issues. Key responsibilities include managing project progress, ensuring contractor compliance with contracts, budgets, and quality standards, developing risk management plans, and overseeing site safety and environmental requirements. The engineer also manages project documentation, prepares progress reports for stakeholders, and approves materials and contractor samples. Additionally, the role involves assessing existing building structures, recommending maintenance or reconstruction, and supervising construction division staff, including their training and development.
Responsibilities
Provide technical oversight and support for all construction projects, ensuring reliability, accessibility, safety, operability, and fitness for purpose. Coordinate construction works with other UNRWA divisions and departments, offering advice on relevant cross-cutting issues. Manage and monitor project progress, ensuring quality planning and control, including contractor compliance with contract documents, budgets, drawings, and specifications. Develop and implement project risk management plans, ensuring adherence to safety, environmental, and health requirements. Oversee project documentation, including entry into the Facilities Management Information System (FMIS), and prepare regular progress reports. Conduct site meetings with contractors to discuss progress, resolve technical issues, and ensure the quality of supplied materials. Review and endorse project measurements, interim and final payments, and assess variation orders and extension of time requests. Participate in the evaluation of existing buildings' structural integrity and safety. Supervise construction division staff, assess their training needs, and provide technical guidance. Facilitate visits from donor representatives and other external stakeholders.
Work Experience
A minimum of six years of working experience in construction works is required, with at least four years focused on site supervision and technical administration. Experience with computer applications in construction and project management is also necessary.
