This role is with the UN Secretariat, within the Office of the High Commissioner for Human Rights, focusing on national drug policy within the health sector in Colombia. The consultant will be based in Bogota and will work on a project from June 1 to August 31, 2026.
Job Purpose
The purpose of this consultancy is to analyze the situation of psychoactive substance use among the Nukak and Jiw indigenous populations in the Guaviare department and assess the health sector's response capacity. The role aims to strengthen the technical and sociocultural adaptation of the General Social Security System in Health (SGSSS) to address substance use, including early risk identification and determining appropriate care levels. A key objective is to enhance institutional capacities within the SGSSS to fulfill health rights obligations for these indigenous communities concerning psychoactive substance use.
Responsibilities
Conduct a situational analysis of psychoactive substance use among the Nukak and Jiw populations and evaluate the health network's response in Guaviare. Strengthen technical and sociocultural adaptation processes within the General Social Security System in Health (SGSSS) for addressing substance use in these communities. This includes early risk identification and determining the required level of care. Enhance institutional capacities of the SGSSS to ensure compliance with health rights obligations related to psychoactive substance use among indigenous individuals.
Work Experience
A minimum of 10 years of professional experience is required, specifically in providing health services to indigenous communities and addressing psychoactive substance use within these communities.
