Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority. This consultancy supports the "Paraguay + Verde" program, funded by the Green Climate Fund, aimed at reducing CO2 emissions through sustainable forest management and climate initiatives. The role contributes to strengthening Paraguay's climate and environmental institutional framework.
Job Purpose
This consultancy aims to strengthen Paraguay's legal and institutional framework for REDD+ (Reducing Emissions from Deforestation and Forest Degradation) and environmental safeguards. The consultant will produce three key legal outputs: an analysis of the legal framework for REDD+ safeguards, a proposal for a decree to clarify the Ministry of Environment and Sustainable Development (MADES) competencies, and a legal document on carbon market standards homologation. These outputs will enhance regulatory coherence, legal certainty, and credibility for international climate finance and carbon markets, supporting Paraguay's climate action and sustainable development goals.
Responsibilities
The consultant will analyze and update the legal framework for REDD+ environmental and social safeguards, ensuring alignment with national laws and international standards. They will propose a regulatory decree for MADES to modernize and clarify institutional competencies related to REDD+, climate change, environmental services, and carbon markets. Additionally, the consultant will provide a legal analysis on the homologation of carbon market standards in Paraguay, identifying regulatory gaps and recommending legal options. The role involves reviewing national and international legal instruments, identifying institutional overlaps, and formulating specific legal recommendations. The consultant will also present and defend the proposed legal documents and incorporate feedback from stakeholders.
Work Experience
Required: 2 years of professional experience in environmental regulations, public institutional analysis, or legal analysis of environmental/climate policies. Proven experience in drafting decrees, regulations, legal proposals, or regulatory framework analyses. Desirable: Experience with climate change, REDD+, environmental/social safeguards, environmental services, or carbon markets; experience with inter-institutional regulatory coordination, particularly in Paraguay; experience with international organizations or environmental projects.
